Document purpose and motivations

This document defines the technical specifications and interoperability principles governing the integration of Charge Point Operators (CPOs) and Electric Mobility Service Providers (EMSPs) with the Mobi.e Interoperability Hub.

The new MOBI.Hub platform has been designed to support the evolution of the Portuguese electric mobility ecosystem under the new legal framework, while preserving one of its most important characteristics: seamless interoperability between market participants.

To achieve this objective, Mobi.e adopts the Open Charge Point Interface (OCPI) protocol as the reference standard for data exchange between CPOs and EMSPs, ensuring compatibility with OCPI 2.2.1, while maintaining backward compatibility with OCPI 2.2 where required.

This document describes the technical requirements, supported interfaces, communication flows and integration procedures applicable to all participants connecting to the Mobi.e platform. It also defines the operational models supported by the platform, including:

Operational models

  • A classic Hub operation, in which Mobi.e acts exclusively as an interoperability intermediary between market participants;
  • Centralized Authentication services, supporting both real-time authorization and whitelist-based authorization mechanisms;
  • Additional value-added services provided by the HUB outside the scope of the OCPI specification.

The purpose of this specification is to provide a common technical framework that enables interoperability, simplifies integration processes and facilitates the development of innovative electric mobility services in Portugal and across Europe.

Given its technical nature and the need to ensure a common understanding among all national and international stakeholders, this document has been written in English.

Target audience

This document is intended primarily for the technical teams, architects, developers and integration partners of Charge Point Operators (CPOs) and Electric Mobility Service Providers (EMSPs) who are responsible for implementing and maintaining the interfaces required to connect their systems to the Mobi.e Interoperability Hub.

The specification provides the technical information necessary to support the development, testing and operation of integrations based on the OCPI protocol, including communication flows, authentication mechanisms, supported modules and interoperability requirements.

Chapters 2 and 3 provide a high-level overview of the Mobi.e platform architecture and operational principles and are therefore relevant to all stakeholders participating in the Portuguese electric mobility ecosystem, including:

  • Charge Point Operators (CPOs);
  • Electric Mobility Service Providers (EMSPs);
  • Technology and integration partners;
  • Service providers connected to the Mobi.e platform;
  • Business and operational teams involved in interoperability processes.

The remaining chapters are primarily intended for technical teams responsible for implementing, testing and operating the OCPI interfaces supported by the Mobi.e platform.

Note: OCPI identifiers (modules, fields, values and headers such as OCPI-to-party-id) stay in English throughout the documentation.
